Local Newspapers Are Partnering to Survive the Ad Downturn

The economics that sustained local newspapers for a century — a near-monopoly on local advertising — have been dismantled by the internet, and the closures keep coming. Yet across the country, a quieter story is running alongside the obituaries: rival and neighbouring papers are partnering in ways that would once have been unthinkable, sharing reporters, printing plants, technology platforms and even entire investigations to keep local journalism alive at a cost they can afford.

The Pew Research Center’s newspaper fact sheet documents the backdrop starkly: newsroom employment and print advertising have fallen for two decades, even as digital subscriptions at surviving titles have grown.

    Collaboration Instead of Duplication

The simplest partnerships pool the commodity work. Competing papers in the same state share a capital bureau, so one team covers the legislature for all of them instead of three teams writing the same story. Printing has consolidated into regional plants running presses for dozens of titles, and shared technology stacks now power websites, paywalls and apps for groups of independent owners. Each arrangement frees money for the one thing readers cannot get elsewhere: reporters in the community itself.

Our media coverage has profiled several of these cooperatives, including cross-state reporting networks that jointly fund specialist beats such as education and the environment.

    Shared Investigations, Local Impact

More ambitious collaborations share journalism itself. Regional and national partnerships let a two-reporter paper join a data investigation it could never resource alone, then localise the findings for its own readers. Readers say they can tell the difference when a familiar local byline appears on such an investigation, because the questions asked are the ones raised at their own council meetings and school gates in the weeks before publication. Philanthropic funders have encouraged the model, supporting collaborative networks through organisations that coordinate shared reporting across dozens of newsrooms. The Reuters Institute has noted this cooperative turn in its research on how news organisations are adapting business models under pressure.

    What Partnership Cannot Fix

Collaboration cuts costs; it does not by itself create revenue. The papers gaining ground pair partnerships with reader revenue — subscriptions, memberships and events — and with a disciplined focus on coverage that national outlets will never provide: councils, courts, schools and high-school sports. Some communities remain news deserts where no title survives to partner with anyone, and rebuilding there requires new entrants rather than cooperation between incumbents.

Even so, the cooperative instinct marks a real change in an industry built on beating the rival across town. For many local newspapers, the competitor is no longer the other paper — it is invisibility. Partnering is how they intend to stay visible, a theme we continue to follow in our business section.
